Following some dialogue, the scene culminates in Naoe being able to kill Wakasa effortlessly by taking her Teppo off the wall and shooting her at point-blank range, swiftly concluding the mission.

What If You Confront Otama in Assassin’s Creed Shadows?
Opting to confront Otama after the tea ceremony will still lead you to kill Wakasa, but it complicates matters significantly. By mistakenly targeting Otama, Naoe must chase and kill her. Although a letter on Otama reveals her corruption, this error allows Wakasa to fortify herself in Osaka Castle with her soldiers.
To reach Wakasa, you'll need to travel to Osaka Castle, either fighting through her soldiers to get to her or attempting to sneak past them. If you've unlocked the Osaka Tenshu fast travel point, you can get closer, though you'll still face some enemies.
